  I believe the previous statements are strongly positive. Well put by user1 particularly. 21.7B will create potential wealth in Haiti if invested wisely, with great emphasis on reconstruction on all aspects. Academically: provide better school conditions in terms of having qualified instructors, updated resourceful materials for a better brighter tomorrow. Financially: provide tourist attractions. Trades, imports & exports. That could lead to ample job opportunities. Our country had riches, crops of cotton, sugar, tobacco. And if we can rebuild the country we can bring all that back. And it will in return ameliorate the lives of poverty stricken people.

We all notice the conditions our family, friends & fellow Haitians are living under, so therfore that money should be used towards rebuilding the country, and also on another positive note, investing in the kids future. There are plenty who do not have the financial means to travel and study abroad, but they do possess the intellect, so why not provide scholarships to them. I don't think 10 years of service should be mandatory, but if the living conditions do change, then these students will be more than happy to return to Haiti and share what they've learned, therefore improving our country more. sinbad1175@yahoo.com

The 22 billion dollars should be controlled by the United Nations with a high emphasis on education for the poorest of Haitians. The money should be used for infrasture to attract new businesses and tourism and agriculture. Finally a small community of foreign nationals should oversee the democratization of Haiti, including the actions and finances of the government for at least ten years. I am sorry to say, Haitians cannot be trusted. Corruption seems to be deeply rooted in our blood.

the money should go where it is mostly needed, help restore haiti. the moeny should be use for the following: housing, healh care, hospitals, aids program, better security and anything else that is causing haiti to be one of the poorest country in the western hemisphere

Let suppose that the French government officials were to return the money that Haiti was forced to pay the former colonizer after its independence in 1804 - a lump sum that is equivalent to $21.7 billion today due to inflation. What do you think should be done with that money or who should be entitled to receive the money?
